College of Arts and Sciences Policy Committee Minutes
November 29, 2004

The meeting convened at 2:30.
Minutes of the meeting of November 22nd were amended and approved.
A discussion of salary setting procedures in various College departments revealed a wide variety of practices, and some variation in the use of elected or appointed faculty committees.
We discussed a number of governance and "recommended practice" issues informally.
Dean Swamy joined us at 3:18.
Swamy described the latest conversations he has had regarding CTE proposals now being considered for IUB, upon which the Trustees are expected to act on December 3.
We discussed the upcoming turn-over of Associate Deans in the College, with both Zaret and Widlanski leaving at the end of this school year.
Swamy and the CPC discussed policy issues related to the setting of faculty salaries in the College. One policy document says that salaries shall be determined "primarily on internal evaluations," which may be difficult when raises are low and there are compelling outside offers. When asked about directives that he gives to chairs on salaries, Swamy says that he 1) mandates the same salary-setting route across all departments, and 2) expects departments to operate within the current IUB culture. When setting individual salaries, chairs need permission to go above 8% or to give less than the BFC-mandated Cost of Living Allowance, which was $400 for this year. Swamy noted that a review of the patterns of raises being given across the departments in the College could be valuable, but that is not something the College staff can do currently when it is already stretched so thin.
The meeting adjourned at 4:12, shortly after Swamy left.
