College of Arts and Sciences Policy Committee Minutes

November 15, 2004

Present: Rob Shakespeare (chair), Judith Anderson, Erik Bucy, Katy Fraser, Jeff Hart, Chuck Livingston, Al Ruesink (recorder), Pam Walters

The meeting convened at 2:30.

Minutes of the meeting of November 8th were amended and approved.

Rob distributed the "Policy for the Evaluation of Classroom Teaching for Tenure and Promotion" adopted by the College Policy Committee in May, 1998. He will see that it is added to the CPC website, where it has apparently not hitherto been posted. One clause in the policy notes that "...the grade distribution for all classes taught should be included." The CPC recommends that the College ensure that departments abide by that policy statement.

At 2:45, former College Associate Dean Jeanne Peterson joined us to talk about the major salary equity review that she chaired in 1998-99. At that time, a committee of about six people had looked at the resumes of some 500 College faculty by the time they finished all comparisons. Though they were looking particularly for ethnic and gender biases, they looked carefully at materials about anyone who felt salary-aggrieved. Jeanne feels that the committee recommendations moved salaries toward equity, but didn't accomplish total equity. And she noted that she believes there may be some persistent biases leading to some continuing or possibly even larger inequities since then. Much of our discussion with her addressed issues of administrative raises and outside offers. A number of ways that gender and ethnic bias impact salary setting were considered, some of them subtle and indirect but nevertheless potentially consequential. The CPC will continue its discussion of these issues.

Two additional topics were considered:
1. Concerns about some of the details of one of the College CTE proposals that Swamy is currently negotiating with campus authorities.
2. Consideration of what our agenda should be when Swamy meets with us next week.
