College of Arts and Sciences Policy Committee Minutes

September 18, 2003

Present: Erik Bucy, Ellen Dwyer, Katy Fraser, Susan Gubar, Kevin Hunt (chair), Chuck Livingston (recorder), Al Ruesink, Rob Shakespeare

1. The meeting began at 4:00 PM with the approval of the minutes of September 11, as amended.

2. In recent weeks the Committee's discussion of Dean Subbaswamy's dismissal of Professor Stanfield as chair of African American and African Diaspora Studies has centered on the details of the case and their relation to the College's "Policy on Suspension and Restoration of Faculty Governance in Departments" (21 November 1996). The CPC continued its consideration of the meaning of faculty governance at the departmental level.

3. The discussion turned to the possible transfer of the Department of Computer Science out of the College and to the School of Informatics. As reiterated in the CPC minutes of May 9, 2003, the 1999 College "Policy for the Restructuring, Merging, or Elimination of an Existing Academic Unit" requires that in the event of a proposal for such a transfer, position statements from all affected units be submitted to the CPC, at which time the Committee must determine the need of extending a remonstrance to the entire College faculty. The Committee awaits such position statements.

4. Agenda items for 2003-2004 include:

  • An upcoming meeting with Catherine Larson, Associate Dean for Undergraduate Education, to discuss her priorities for the coming year and for the CPC to share its view of priorities in undergraduate education in the College.


  • Consideration of Dean Subbaswamy's goal of College-wide discussion of tenure criteria, with particular emphasis on the role of teaching effectiveness.


  • A review of the CPC's role in, and the general structure of, the annual departmental planning meetings held with the Dean.


  • Salary policies for professional staff and the Dean's goal of encouraging a modification of these policies at the university level.


5. The meeting concluded at 5:30 PM.
