College of Arts and Sciences Policy Committee Minutes

May 2, 2005

Present: Rob Shakespeare (chair), Erik Bucy, Katy Fraser, Roger Levesque, Al Ruesink (recorder), Pam Walters, and Yasuko Watt plus new members for next year Bob Becker, Tom Busey, Sandy Dolby, Rosemary Lloyd, and Rick Van Kooten.

The meeting convened at 2:30.

The minutes of April 25th were approved after very minor amendments.

Katy was thanked heartily for three years of excellent service on the CPC. Pam, Jeff (though absent), and Erik were wished safe journeys and productive sabbaticals in the fall.

The CPC membership for 2005-06 was announced:

Al reported on Swamy's remarks to the local AAUP meeting on April 25th.

The five points Swamy made regarding faculty development and governance were:

    1. Faculty have the supreme voice in all curricular decisions and academic matters.
    2. Line administrators should all be drawn from the ranks of successful faculty members.
    3. Campus cultures should promote the development of leaders from within, and IUB needs some enhancements in this regard.
    4. Decision-making processes should be transparent.
    5. Swamy considers department chairs to have been chosen by significant faculty input, in contrast to faculty governance groups which do not always elicit large election votes.

In relation to point 5, CPC members noted that in the recent CPC election over 25% of the eligible faculty cast votes for each CPC slot. Each CPC member thus represents the support of many faculty.

After a short discussion of the recent "phishing study" done by Informatics that clearly bothered some College students whose names were apparently used on e-mail messages in a bogus ("spoofing") fashion, we decided not to make any committee comments until after learning what Chancellor Gros Louis finds in a review that he is doing to determine if the IDS story is accurate.

The CPC made some final small changes to improve the clarity of our document on the Faculty Leadership Recruitment Committee, including the addition of the statement that the information provided is for the dean only. We unanimously approved our revised version. (But see result of our discussion with Swamy below.)

Pam distributed a slightly recast version of our Gender Bias report and policy statements, which included some changes to make the policy statements cleaner and more explicit. CPC members were asked to send to Rob any final suggestions for minor editorial changes that they might see when reading the document closely. It was moved, seconded, and unanimously approved that the revised version be adopted by the CPC and posted as College policy.

At 3:20, we were joined by Dean Swamy.

Swamy turned first to our Faculty Leadership Recruitment Document. He feels rather strongly that the mere existence of the "preferred list" of faculty will create problems. How open is the list? How will faculty feel if they don't make the list? He believes the proposal may create more problems than it solves. Rob noted that the CPC would take another, more careful look at that potentially troublesome aspect of the proposal.

Most of the CPC time with Swamy was devoted to considering the probable impact on the College of the rather severe cut (some $4.5 million) in the state appropriation of the operating budget for IU Bloomington. This was a very sobering discussion. When the College receives its budget guidelines from the campus administration in the next week or so, additional discussion will take place.

The committee talked about summer and fall schedules, and upcoming meetings that may be needed. (Not many in the summer, we hope.)

The meeting adjourned at 4:00.

Though it was not mentioned at the meeting, Rob wants the College faculty to know that he and Swamy and Julie Bobay (chair of the Campus Intersections Committee) met and discussed how the work of the committee might affect the College. See the CPC minutes of March 28th for background on this.
